The Frederick County Public Libraries Board of Trustees Board Retreat convened at 6:30 p.m. on August 26, 2026, at the C. Burr Artz Library – Trust Conference Room.
COMMITTEE MEMBERS PRESENT: M. O’Leary, J. D’Agostino, D. Grisgraber, S. Sheppard, A. Bowen, T. Lancaster
COMMITTEE MEMBERS ABSENT: M. Richmond
STAFF PRESENT: J. Kelly, Director; C. Hall, Deputy Director; S. McDuff, Deputy Director; B. McDermott, Finance Manager; C. Smith, Executive Assistant and Recording Secretary
M. O’Leary made a motion to enter into a closed session to discuss a personnel matter pursuant to Sub-section 305(b)(1) of the General Provisions of the Maryland Annotated Code; seconded by J. D’Agostino.
POLICY REVISIONS: S. McDuff presented two proposed policy revisions. Board members viewed and discussed the draft Borrowing and Item Replacement policy, as well as the Employee Discipline policy. County Legal proposed the language changes outlined in the draft document to bring clarity to the current Board-approved policy. M. O’Leary expressed concern about the changes being made and requested additional links and support that would provide greater context for the changes being proposed. M. Currens then presented the new Library Collection policy.
FINANCIAL REPORT: B. McDermott presented a review and detailed explanation of the financial reports that are shared at each Board meeting.
