Why is Frederick County Public Libraries offering VISA® prepaid cards?
Frederick County Public Libraries is offering a safe, convenient alternative payment option to cash that supports the library with every purchase you make. The Visa prepaid card is a reloadable Visa card you load with money to use everywhere Visa debit cards are accepted. You can pay bills, shop online, receive direct deposit, and more.
No credit check or prior bank account is needed – simply register your card, add money, and start using it.
How does the library benefit?
No matter where you spend money using your card, a portion is sent back to support library programs.
There is no additional cost to you.
I don't need a prepaid card. Can I just use it only as a library card?
Yes. The Visa prepaid card is entirely optional. If you choose not to register, the library portion of the card will work as normal. There is no risk to you, and your card can't be used as a reloadable prepaid card to make purchases with your money.
How much does it cost?
Once you register, you will receive a personalized card in 7 to 10 days.
A one-time activation fee, monthly fee and other fees for things like cash withdrawal and PIN purchases will apply. To view a complete schedule of fees, see the Cardholder Agreement at bluecloudlibrary.com.
Can the library access my personal financial information?
No. Financial information is not shared with the library; and the library does not share information with the financial institution. The library will not automatically deduct library fees from the card.
What are the requirements for the new card?
In order to help the government fight the funding of terrorism, money laundering activities, and identity theft, the USA PATRIOT act requires all financial institutions to obtain, verify, and record information that identifies each person who opens an account. What that means to you is that when you open an account with the Bank you will need to provide your name, physical street address, social security number, date of birth, and other information that will allow us to identify you. We may also ask to see an unexpired, government-issued, photo ID or other similar document.
What if my card is lost or stolen?
Your card is protected by Visa's Zero Liability policy* so even if your card is lost or stolen, your money is still safe. In the event that your card is lost or
stolen, please report it immediately to customer service so a replacement card can be issued to you. A fee may apply, consult the Cardholder Agreement.
Can I load my card at the library?
No. The library cannot currently take money and load the card for you.
You may visit any retail location** that supports Visa Readylink, or visit http://usa.visa.com/locators/ready-link-locations.jsp for the nearest load location; or load with direct deposit through your employer or benefits provider.
* Visa's Zero Liability Policy covers U.S. issued cards only and does not apply to ATM transactions, PIN transactions not processed by Visa, or certain commercial card
